During crisis, disruption or major unanticipated changes, governments have used the term devolution to describe the pre-authorized relocation of capabilities, key functions, and control to other often lower levels of government both national, state, and local. Some companies may see the devolution of services and functions but often their plans do not require the legal formality of government systems and plans for the reallocation of responsibilities and functions.
